El subsecretario de Minería de la Secretaría de Economía, Francisco Quiroga, hizo un llamado a las empresas mineras canadienses sobre aceptar las consultas públicas para evitar daños ambientales y sociales.

En un comunicado, el funcionario dijo que esto lo expuso en el marco de la edición 2019 del Asociación de buscadores y desarrolladores de Canadá (PDAC, por sus siglas en inglés), foro en el que se reunieron representantes de la industria minera de más de 130 países.

También pidió cumplimiento tributario, protección ambiental y el respeto a los derechos humanos por parte de las empresas para evitar el cierre de minas.

“La vida humana, los desastres naturales, y el gobierno como un regulador imparcial, no son negociables”, señaló el funcionario.

Quiroga enfatizó en que México escaló 15 lugares como destino de inversión minera, de acuerdo con el reporte del Instituto Fraser, que anualmente presenta la opinión de empresarios e inversionistas de todo el mundo sobre las jurisdicciones o territorios más atractivos para la inversión del sector minero a nivel global.

“Nos comprometemos a proporcionar un trato justo e imparcial a todos los participantes de la industria (…) la actitud de los funcionarios es de servicio, de austeridad y de honestidad, con miras a la resolución efectiva de problemas, lo que incluye una colaboración activa con otras ramas del gobierno mexicano, comunidades, sindicatos, cámaras industriales, asociaciones comerciales y otros gobiernos”, refirió Francisco Quiroga.

Además, el subsecretario de minería ofreció una simplificación administrativa a los mineros por medio de una ventanilla única para sus trámites, así como solicitudes al gobierno.

Secretaría de Economía tomará control de Fondo Minero en 2019

El Fondo Minero, creado con la reforma fiscal de 2013 y que cobra un impuesto especial a las mineras de 7.5 por ciento sobre sus utilidades para destinarlo al desarrollo de comunidades cercanas a la extracción de minerales, será controlado ahora por la Secretaría de Economía en lugar de la Secretaría de Desarrollo Agrario, Territorial y Urbano (SEDATU).

En el Proyecto de Presupuesto de Egresos de la Federación 2019, el Gobierno federal refiere que ahora la dependencia encabezada por Graciela Márquez tendrá que realizar un rediseño en la asignación e implementación de proyectos de desarrollo para las comunidades mineras y aledañas.

“También se propone replantear el actual esquema de distribución del fondo, por lo que la recaudación total que se obtenga de los derechos a que se refieren los artículos 268, 269 y 270 de la Ley Federal de Derechos no se incluirá dentro de la recaudación federal participable y se continuará destinando en 80 por ciento al Fondo para el Desarrollo de Zonas de Producción Minera, en un 10 por ciento a la Secretaría de Economía y 10 por ciento al Gobierno Federal”, dice el presupuesto.

Además, la Secretaría de Economía tendrá que destinar directamente los recursos del fondo.

Completion of the Stream Restructuring was conditional upon closing of the business combination transaction of Marlin and Golden Reign pursuant to a plan of arrangement under the Business Corporations Act (British Columbia), along with approval of the TSX Venture Exchange (“TSX-V”) and the previously announced approval of disinterested shareholders of the Company.  As of today, each of these closing conditions have been satisfied.

During the 44th week of the year (October 29th to November 4th, 2018), at least 26 press releases were announced by companies working in Mexico. Prize Mining, Southern Silver, Kootenay, Excellon, Colibri, Golden Minerals and Galore released advances in exploration. Consolidated Zinc and Telson released news on mining, while Endeavour, Excellon and  Great Panther reported Q3 financial results. Aloro Mining and Sonoro Metals reported news related to financing. Goldplay and SilverCrest reported on advances on its properties, while Silver Bull presented an updated resource base. Marlin Gold and Golden Reign advance on their acquisition agreement and Colibri entered into a purchase agreement with Yaque Minerals. Golden Minerals is acquiring the Yoquivo property in Chihuahua. ON MEXICO ISSUES, CAMIMEX presented figures on the state of the mining industry in Mexico. ON EXPLORATION, In Sonora, Colibri described its El Mezquite and Jackie projects. In Chihuahua Golden Minerals released high-grade results from its Yoquivo project, and Kootenay presented interesting results from early exploration on its Mecatona project. In Coahuila, Prize Mining is doing regional exploration on its Manto Negro project. In Durango, Southern Silver presented significant results from drilling on its CLM West claim group. In Zacatecas, Galore has received permit to drill on its El Alamo claim. ON FINANCING, Sonoro has completed a private placement for $500 K. Aloro Mining completed its placement for gross proceeds of C$800 K. ON RESOURCES AND DEVELOPMENT, Goldplay reported results from sampling historical core at its San Marcial project in Sinaloa. Silver Bull presented an updated resource on its Sierra Mojada project in Coahuila. SilverCrest presented high-grade results from infill drilling at its Las Chispas project in Sonora. A PEA is to be completed for a 1,000 to 1,500 tonne/day underground operation. ON DEALS AND CORPORATE ISSUES, Golden Reign, Marlin Gold and Sailfish Royalties continue to advance its purchase agreement. Colibri Resource is to acquire Yaque Minerals S.A. de C.V. owned by OnTop Capital. Golden Minerals holds an option to acquire the Yoquivo property in Chihuahua.

ON MEXICO ISSUES

  • In AIMMGM’s past conference in October, Fernando Alanis from CAMIMEX (Cámara Minera de México) presented figures from the mining industry in Mexico. Mineral royalties collected US$220 M in 2017, adding up to US$631 M on the last four years. An additional US$248 M were invested by companies in the communities and environment where they are located. Just in mining duties over concessions amounted to US$132.9 M. In the attractiveness index for investment, Mexico has gone from the 11th place in 2011 to the 44th place in 2018. At the same time our direct competitors for investment in the mining industry are doing better, Peru passed from the 39th to the 19th position, and Chile from the 6th to the 8th position. Points suggested to make of Mexico a mining country include improvements in security, a better infrastructure (railways, ports), certainty on land rights, a common ground with other mining countries in fiscal terms, administrative efficiency in the application and issuing of mining concession titles and certainty and transparency in the timely granting of permits.

ON EXPLORATION

  • Prize Mining Corp. engaged a consultant to compile a GIS database for a regional exploration program on its 17,659 ha Manto Negro project in Coahuila. The 3,000 m drill program continues with its focus on the Granizo and Pilar Grande areas.
  • Southern Silver Exploration Corp. reported drill results from its CLM West claim group, adjacent to its Cerro Las Minitas project in Durango. One of three holes intercepted 3.0 m @ 168 g/t Ag, while the other two returned strong (up to 0.1%) arsenic and antimony anomalies. “The mineralization represents the first significant silver intercept identified on the CLM West claim group where drilling is targeting new Ag-Au epithermal systems”.
  • Kootenay Silver Inc. staked 2,857 ha in Chihuahua, creating the Mecatona project. The Ag dominant epithermal system is hosted in veins and breccias, with one anomalous structure running for more than 1.7 km, and another zone hosting stockworks and quartz veinlets in an 80 m wide argillic alteration zone. Results from 78 samples collected at the property are as high as 735 g/t Ag, 6.94 g/t Au, 3.5% Pb, 8.0% Zn.
  • Excellon Resources Inc. received title to concessions that increases its land position to over 45,000 hectares on its consolidated “Evolución” property, within the Miguel Auza district in Durango, along strike to HECLA’s San Sebastian mine. As announced in previous press releases, initial drilling has already shown broad mineralized intersections with anomalous Au, Ag, Pb, Zn, “including discrete higher‐grade zones of carbonate veining, bladed calcite and silica with galena, sphalerite and pyrite”.
  • Colibri Resource Corp. described the El Mezquite and Jackie projects in Sonora, its new properties through the acquisition of Yaque Minerals S.A. de C.V. from On Top Capital Ltd. The 180 hectares Mezquite project contains an alteration zone 2 km by 1 km , within which are at least four zones of sulfide oxidation related to contacts with a silicified feldspar porphyry. Assay results from 321 rock chip samples returned 42 samples over 0.1 g/t Au, averaging 0.74 g/t Au and up to 3.41 g/t Au, 198 g/t Ag. The 1,130 ha Jackie project is 2 km south of El Mezquite, and abuts to the east with the Santana project, owned by Minera Alamos.
  • Golden Minerals Co. released high-grade results from sampling at its Yoquivo project in Chihuahua. Highlighted results comprise 6 m @ 5.9 g/t Au, 937 g/t Ag; 6 m @ 1.7 g/t Au, 399 g/t Ag from the Pertenencia vein. 4 m @ 2.3 g/t Au, 489 g/t Ag from the Central breccia zone. 2.9 m @ 1.7 g/t Au, 345 g/t Ag from the San Francisco vein. To date 756 samples have been collected, identifying a series of low-sulfidation quartz veins and breccias. A regional exploration program was launched to search for additional veins.
  • Galore Resources Inc. has been granted permits to begin a 12-hole, 3,000 m diamond core drill program at its El Alamo claim in Zacatecas. El Alamo consists of Cretaceous sediments, mostly limestone with some siltstone and chert, and major faults bounding the project. Alteration and mineralization are represented by silicification and iron-oxide bodies after sulfides. Some of the higher grade gold values are associated with extensively iron-oxide jasperoid breccias. A shallow drill percussion camping collared 35 holes in 2012, and defined a 500 long by 200 wide target zone.

ON MINING

  • Consolidated Zinc Ltd. presented its September 2018 quarterly activities report. The Group entered a 12 month toll treatment and offtake purchase agreement with Grupo Mexico to treat its ore at the Santa Eulalia’s concentrator plant, with mining at the Plomosas mine in Chihuahua beginning on September 13th 2018. A detailed costing study (DCS) was completed and incorporated into a bankable feasibility study (BFS). “During the quarter the Mexican Environmental Authority (PROFEPA) provided the Company with an MIA Exception (EPA exception) for the mine and processing plant area”. Cash balance at the end of the period was $0.61 M.
  • Telson Mining Corp. reported concluding a renewable power purchase agreement for its Campo Morado mine in Guerrero. The ten-year agreement sets the price for consuming 42.00 GW per year at a price that is 32% lower than the last nine-month average price paid at the site.
  • Endeavour Silver Corp. reported third quarter 2018 financial results. During the period silver production (1.43 M Oz) increased 13% and gold (12,968 Oz) decreased by 5%, with a silver equivalent production of 2.4 M Oz, and the Terronera pre-feasibility study was completed with improved project economics. On the financial side a net loss of $5.5 M was recorded, with EBITDA decreasing 8% to $5.6 M, mine operating cash flow decreased 20% to $9.6 M, cash cost rose to $8.86 per Oz Ag (net of gold credits) and All-in sustaining cost fell to $16.14 per Oz Ag, with a working capital of $57.4 M, whilst $5.6 M were raised through ATM financing.
  • Excellon Resources Inc. reported financial results for the third quarter 2018. During the period 10,974 of ore were produced, 17,907 tonnes processed (ore and stockpile), grading 416 g/t Ag, 3.47% Pb, 4.33% Zn (for ore) and 151 g/t Ag,1.36% Pb, 1.45% Zn (stockpile), recovering 89.9% Ag, 74.2% Pb, 78.2% Zn to produce 171.2 K Oz Ag, 824 K Lb Pb, 1,005 K Lb Zn. Revenue was $2.6 M ($7.6 M a year earlier) for a gross loss of $3.5 M from operations, cash cost of $29.94 per Ag Oz and All-in sustaining cost of $44.02 per Ag Oz. Financial results were impacted by lower production, lower by-product prices and associated price adjustments. Management changes were made at the Platosa mine, and now production and development rates have increased.
  • Great Panther Silver Ltd. presented third quarter 2018 financial results. During the period 92.9 K tonnes were milled to produce 448.8 K Oz Ag, 4,737 Oz Au (adding to 1.023 M Oz AgEq) at cash cost $12.79 per Ag Oz ($13.59 per AgEq Ag Oz), all-in sustaining cost $19.74 ($16.56 per AgEq Oz). The revenue was $11.7 M, with a net loss of 3.642 M, EBITDA of $(3.679) and a networking capital at end of period of $57.9 M. Lower metal prices, lower production levels and a large concentrate load that could not be shipped before the end of the period impacted on the lower results.

ON FINANCING

  • Aloro Mining Corp. closed a non-brokered private placement for gross proceeds of C$800 K. Agnico Eagle, which owns 8.7% of Aloro shares, bought half the issued shares. (Los Venados, Sonora).
  • Sonoro Metals Corp. completed a non-brokered private placement, for gross proceeds of $500 K (Cerro Caliche, Sonora).

ON RESOURCES AND DEVELOPMENT

  • Goldplay Exploration Ltd. reported results from sampling historical drill core from its San Marcial project in Sinaloa. These results are said to support the open pit potential for the historical NI-43-101 resource at the property. Highlighted results comprise 47.8 m (TW) @ 93 g/t AgEq (including 17.3 m @ 160 g/t AgEq); 42.0 m @ 61 g/t AgEq (including 24.8 m @ 79 g/t AgEq); 9.4 m @ 126 g/t AgEq.
  • Silver Bull Resources Inc. provided an updated NI43-101 resource report for the Sierra Mojada project in Coahuila. The open pit resource includes a high grade zinc zone of 13.5 M tonnes @ 11.2% Zn and a high grade silver zone with 15.2 M tonnes @ 114.9 g/t Ag. The total measured and indicated resources 70.4 M tonnes @ 38.6 g/t Ag, 3.4% Zn containing 5.354 billion pounds zinc and 87.4 M ounces silver.Sierra Mojada Resource table1
  • SilverCrest Metals Inc. is to complete a preliminary economic assessment (PEA) for Las Chispas project in Sonora. A 1,000 to 1,500 tonne per day underground mining operation is being considered, with a counter-current decantation facility and Merrill Crowe recovery circuit similar to the nearby Santa Elena and Mercedes mines. Cyanidation with a possible add-on flotation circuit followed by intense leaching is being evaluated for the higher-grade ore, to raise the 86% Ag, 98% Au recovery with standard cyanidation only. SilverCrest is proceeding with the construction of a 500 m long, 4.5 m wide, 4.0 m high decline, and drifting 600 to 800 m along the mineralized structure to collect information on vein grade, width continuity, grade reconciliation, mineability and bulk sampling.
  • SilverCrest Metals Inc. reported the best drill intercept to date for its Las Chispas project in Sonora. Results from 7 drill holes from the in-fill program were released, with highlighted intervals (TW) comprising 9.9 m @ 14.4 g/t Au, 2,132 g/t Ag (this is the best intercept to date, including 4.5 m @ 30.3 g/t Au, 4,498 g/t Ag); 3.8 m @ 6.78 g/t Au, 1,090 g/t Ag; 3.5 m @ 33.06 g/t Au, 2,092 g/t Ag; 11.1 m @ 3.99 g/t Au, 580 g/t Ag; 5.1 m @ 4.16 g/t Au, 197 g/t Ag; The weighted average for the five holes on the Area 51 is 6.0 m @ 11.41 g/t Au, 1,369 g/t Ag. A total of 351 holes have been collared, for 94,735 m of core, with 119 drill intercepts grading more than 1,000 g/t AgEq.

ON DEALS AND CORPORATE ISSUES

  • Sailfish Royalty Corp. announced its shareholders voted in favor of the restructuring of the company’s gold stream on the San Albino project. The stream restructuring is a condition to the closing of the transaction in which Golden Reign Resources Ltd. will acquire all issued shares of Marlin Gold Mining Ltd. (Trinidad, Sinaloa).
  • Marlin Gold Mining Ltd. shareholders voted in favour of a special resolution to approve the plan of arrangement and certain connected transactions, pursuant to which Golden Reign Resources Ltd. (“Golden Reign”) will acquire all of the issued and outstanding shares of Marlin (Trinidad, Sinaloa).
  • Golden Reign Resources Ltd. and Marlin Gold Mining Ltd. have been granted the final court order from the Supreme Court of British Columbia approving the plan of arrangement pursuant to which Golden Reign will acquire all of the issued and outstanding common shares of Marlin (Trinidad, Sinaloa).
  • Colibri Resource Corp. entered into a share purchase agreement with OnTop Capital Ltd. to purchase all issued and outstanding shares of Yaque Minerals S. A. de C.V., a wholly owned subsidiary of OnTop. Yaque assets consist of El Mezquite and Jackie mineral exploration properties close to the Santana project owned by Minera Alamos in Sonora. “As consideration for the Transaction, Colibri has agreed to issue a convertible debenture in the amount of $1 million CDN bearing an annual interest rate of 2.5% which is convertible at any time, in whole or in part, over the next 5 years into common shares of Colibri at $0.20 per share for a total of up to 5 million shares”.
  • Golden Minerals Co. holds an option to purchase the six concessions that comprise the 2,367 hectares Yoquivo property in Chihuahua, for payments totaling $0.5 M over four years and subject to a 2% NSR royalty.

CAMIMEX presents figures on the Mexican Mining Industry

CAMIMEX’s president, Fernando Alaniz, presented figures from the Mexican Mining industry on  the AIMMGM’s conference held in Hermosillo from October 24th to October 26th. The Mining Fund collected from mineral royalties in Mexico, supplied in 2017 $4,206 million pesos (about US$ 220 M), accruing more than $12,000 million pesos (over US$631 M) on the last four years. In 2017 alone, $28,806 million pesos (US$1,516 M) were paid on income tax, and an additional $4,726 million pesos (US$248.7 M) were invested by mining companies in the communities and environment where they are located. The payment of mining duties on mining concessions in 2017 was $2,525 million pesos (US$132.9 M). The total of Mining duties, mining fund and Income Tax for 2017 add up to $35,537 million pesos (US$ 1,870 M).

The average salary of a miner is 3.4 to 5.0 times the official minimum salary, not including the 10% payment on yearly profit by the employer (PTU).

In the last 12 years the direct investment on the Mexican mining sector has been US $51,445 M, but investment in exploration has decreased 63% from 2012 to 2016. In the attractiveness index for investment Mexico has gone from the 11th place in 2011 to the 44th place in 2018, with land access, rule of law, security, new taxes and a heavy increase on mining duties blamed for the fall in ranking. At the same time our direct competitors for investment in the mining industry Peru passed from the 39th to the 19th position, and Chile from the 6th to the 8th position.

According to Alanis, the main causes for the fall in competitiveness include over regulation and red tape, uncertainty in the determination of environmentally protected areas and a distorted image of the industry before communities and society.

Highlights on the Fourth Week of February, 2018. Mining and Exploration News in Mexico

During the 8th week of the year (February 19th to February 25th, 2018), at least 26 press releases were announced by companies working in Mexico, with five companies reporting quarterly and/or full year 2017 results. ON MEXICO ISSUES, no relevant news. ON EXPLORATION, In Sonora, Azure is to continue drilling its Sara Alicia Au-Co-Zn project; Evrim described the Sarape low sulfidation project. ON MINING, five companies, Starcore, Osisko Gold Royalties, Alio Gold, Argonaut Gold and Great Panther presented production results for the quarter and/or full year 2017.  ON FINANCING, Torex Gold announced an over-allotment of shares, taking the gross proceeds of its last offering to C$63.32 M. Evrim is accelerating the exercise of warrants that could add to up to $2.94 M. ON RESOURCES AND DEVELOPMENT, Pan American, Avino Silver and Alamos Gold presented resource estimate updates for its operating units to the end of 2017. Southern Silver Exploration presented an updated mineral resource estimate for its Cerro Las Minitas property in Durango. Endeavour presented an update on development of its El Compas project in Zacatecas. Silver Bull disclosed drill results from its Sierra Mojada property in Coahuila. Almaden Minerals released more infill drill results from its Tuligtic project in Puebla. ON DEALS AND CORPORATE ISSUES, Leagold announced the proposed take-over of Brio Gold, which owns a mine in Brazil. Bacanora Minerals is in the paperwork to move from the Canadian TSX to the British AIM stock exchange. Coeur Mining signed a LOI with Evrim on the acquisition of the El Sarape project in Sonora. Oroco Resource acquired interest on three concessions surrounding the Santo Tomas deposit in Sinaloa.

ON EXPLORATION

  • Azure Minerals Ltd. intends to resume drilling within two weeks at the Sara Alicia project in Sonora. The mineralized zone consists of carbonate rocks intruded by a porphyry, forming a skarn horizon hosting massive and semi-massive sulfides with Au-Co grades. The mineralized body has a strong magnetic signature, extending for 300 m by 150 m and modelling of the magnetic data indicates a considerable vertical extent. The best intercept from the previous drilling was 26.2 m @ 9.5 g/t Au, 1.26% Co.
  • Evrim Resources Corp. described the Sarape project in Sonora, recently optioned to Coeur Mining Inc. There are two major veins, The Sarape vein is 6 km long and up to 12 m in width, while the Chiltepin vein measures 2.6 km in length and up to 3 m in width. The western part of both veins contains barren white quartz and calcite veins, whereas the eastern portion is composed by a separate phase of low temperature, tan green quartz that consistently assays from 0.10 to 0.36 g/t Au, peaking at 3.6 g/t Au. Neither vein has been drilled.

ON MINING

  • Starcore International Mines Ltd. released production results for Q3 2018, ended on January 31, 2018. During the period 65.6 K tonnes were milled @ 1.23 g/t Au, 16 g/t Ag, producing 2,405 AuEq Oz at its San Martin mine in Queretaro. Recoveries stood at 83.7% Au, 53.3% Ag. The Altiplano facility in Matehuala, San Luis Potosi, received 176 tonnes of concentrate containing about 222 Oz Au, 35,634 Oz Ag, and sold 269 Oz Au, 23,561 Oz Ag.
  • Osisko Gold Royalties Ltd. presented Q4 2017 and full year 2017 results. While not presenting numbers, it reports an offtake agreement on production from Gogold’s Parral project in Chihuahua.
  • Alio Gold Inc. provided its fourth quarter and year end 2017 results. During the year the San Francisco mine in Sonora produced 83,211 Oz Au, 38,911 Oz Ag, with 16,067 Oz Au, 7,873 Oz Ag produced during the fourth quarter 2017. At the Ana Paula project in Guerrero, Alio invested $17.3 M, with work ongoing for the definitive feasibility study (FS). Cash and cash equivalents by the end of 2017 amounted to $51.6 M, while working capital was $61.7 M.
  • Argonaut Gold Inc. announced its financial and operating results for the fourth quarter and full year 2017. At El Castillo in Durango, during the year 8.14 Mt (tonnes) of ore,10.4 Mt of waste were moved, for a 51 K tonnes per day (tpd) rate, with the ore grading 0.36 g/t Au to produce 59,000 Oz Au at cash cost $1,015 per sold Au Oz. At San Agustin in Durango, since starting commercial production in October 1, 939 Kt of ore @ 0.5 g/t Au and 404 Kt of waste were moved for a 15 K tpd operation, to produce 10,302 Oz Au, 45,100 Oz Ag at cash cost $385 per Au Oz sold. At La Colorada in Sonora 18.87 Mt of ore @ 0.54 g/t Au and 23.35 Mt of waste were moved at a 64 K tpd rate to produce 50,796 Oz Au, 174,330 Oz Ag at cash cost of $691 per Oz Au sold. During the fourth quarter $2.8 M of income tax was recovered. For 2018 the company expects to produce 165 K to 180 K AuEq Oz.
  • Great Panther Silver Ltd. reported financial results for 2017. Without disclosing production by unit, the Topia (Durango), San Ignacio (Guanajuato) and Guanajuato mine complex produced 1.98 M Oz Ag, 22,501 Oz Au at cash cost $5.76 per Ag Oz, cash cost of $12.11 per AgEq Oz and AISC of $15.07. Cash and short-term deposits at year-end were $56.9 M.

ON FINANCING

  • Torex Gold Resources Inc. issued as an over-allotment an additional 130,500 common shares on the previously announced offering, augmenting the aggregate gross proceeds to C$63.32 M.
  • Evrim Resources Corp. is accelerating the exercise date of the company’s common share purchase warrants date December 16, 2015. If all the remaining outstanding warrants were exercised, these would raise cash proceeds of $2.94 M.

ON RESOURCES AND DEVELOPMENT

  • Endeavour Silver Corp. reported an update on development progress at El Compas project in Zacatecas. The plant refurbishment is 90% complete, mine power and mine portal infrastructure completed and only 100 m of development to reach the ore body. The plant design has been modified to increase capacity from 250 tonnes per day (tpd) to 325 tpd, with the mine plan expanded from 200 tpd to 250 tpd, with potential to go to 500 tpd. The improved operating metrics would take production to 1.175 M AuEq Oz per year, and needs an increase of only 13% on Capex.
  • Pan American Silver Corp. updated mineral reserves and resources, including figures for its properties in Mexico. Globally Pan American mined 30.6 M contained Ag Oz of its silver reserves, but replaced 33.2 M contained Ag Oz, to end 2017 with 288.4 M contained Ag Oz.Pan American REserves and Resources, 201711
  • Silver Bull Resources Inc. released results of seven drill holes targeting the Sulfide Zone under the oxide resource at its Sierra Mojada project in Coahuila. Significant results comprise 2 m @ 70 g/t Ag, 0.25% Cu; 2 m @ 1,300 g/t Ag, 13.5% Zn, 3.9% Cu, 2.9% Pb; 4 m @ 10 g/t Ag, 4.3% Zn; 6 m @ 5.8% Zn, 0.47% Cu; 6 m @ 802 g/t Ag, 5.9% Zn, 3.3% Cu, 0.5% Pb.
  • Avino Silver & Mines Ltd. completed an updated mineral resource estimate for the Avino property in Durango. This updated mineral resource estimate includes 34 drill holes that were completed during the drill programs from 2016 to 2017.Avino, Resource update, FEb. 20181
  • Alamos Gold Inc. reported updated mineral reserves and resources as Dec 31, 2017, including figures from its Mexican operations. The company has 5.07 M Oz Au in mineral reserves and resources in its Mexican projects, according to the table below.   • Almaden Minerals Ltd. released drill results from the infill program at its Tuligtic project in Puebla. The holes were drilled beneath the proposed pit, which stresses the potential for expansion. Highlighted intervals comprise: 101.45 m @ 1.94 g/t Au, 13 g/t Ag, including 46.20 m @ 3.87 g/t Au, 15 g/t Ag, and 28.95 m @ 5.61 g/t Au, 20 g/t Ag, and 13.10 m @ 9.35 g/t Au, 25 g/t Ag; 53.90 m @ 0.48 g/t Au, 38 g/t Ag, including 12.00 m @ 3.60 g/t Au, 27 g/t Ag, and 5.00 m @ 7.91 g/t Au, 38 g/t Ag; 57.55 m @ 1.29 g/t Au, 23 g/t Ag, including 3.00 m @ 16.87 g/t Au, 38 g/t Ag.
  • Southern Silver Exploration Corp. filed a NI-43-101 compliant technical report on a mineral resource estimate for its Cerro Las Minitas project in Durango. The indicated resource on the Blind Zone, El Sol, Las Victorias and the Skarn Front zones add up to 10.13 Mt @ 102 g/t Ag, 0.10 g/t Au, 1.4% Pb, 3.6% Zn, 0.15% Cu, containing 33.35 M Oz Ag, 34 K Oz Au, 319 M Lb Pb, 813 M Lb Zn, 33 M Lb Cu. The inferred resource in the Blind, El Sol and Skarn Front zones add another 8.68 Mt @ 74 g/t Ag, 0.04 g/t Au, 0.7% Zn, 4.5% Zn, 0.15% Cu, containing 20.72 M Oz Ag, 12 K Oz Au, 131 M Lb Pb, 870 M Lb Zn, 29 M Lb Cu. The four separate mineral deposits form sets of sub-parallel steeply dipping mineralized zones extending more than 1,000 m along strike and up to 600 m depth.

ON DEALS AND CORPORATE ISSUES

  • Leagold Mining Corp. announced the proposed take-over bid on Brio Gold Inc. by Leagold will now be completed on a Brio board supported basis. “The total consideration to be paid by Leagold in exchange for all of the issued and outstanding Brio shares is approximately US$279M….”. The combined entity is expected to produce between 420,000 and 475,000 oz of gold in 2018 Brio’s shareholder meeting is expected to be held in April 2018 (Los Filos, Guerrero).
  • Bacanora Minerals Ltd. entered into an arrangement agreement to facilitate the Company’s proposed reorganization to effect a re-domicile to the United Kingdom as Bacanora UK on the AIM market of the London Stock Exchange. Upon listing Bacanora UK, Bacanora Canada intends to delist from the Toronto Stock Exchange.
  • Evrim Resources Corp. signed a letter of intent (LOI) with Coeur Mining Inc. on the Sarape epithermal Au-Ag project in Sonora. The transaction involves a US$100 K in cash upon signing a definitive agreement, a first-year commitment of US$500 K in exploration. Once those terms are completed Coeur can earn-in a 51% interest by producing a NI-43-101 preliminary economic analysis (PEA) on a minimum inferred resource of 1 M Oz AuEq. Coeur can elect to earn-in an additional 39% by delivering a NI-43-101 feasibility study (FS) on a minimum measured and indicated resource of 1 M Oz AuEq. From this point Coeur will pay US$100K per year until mining and construction permits are received, at which point Evrim can elect to participate on the JV with a 20% interest, or convert that interest to a 3% NSR, of which one third can be purchased by Evrim for US$2.0 M. Evrim will be the operator up to completion of the PEA, after which Coeur shall be the operator.
  • Oroco Resource Corp. acquired a 77.5% interest on La China II and Amp. Santo Tomás Reduccion 1 mineral concessions from Santo Tomas Metals S.A. de C.V., and a 77.5% interest in an application for the Papago 17 application from Ubaldo Trevizo Ledezma, in Sinaloa. The three properties add to 6,978 ha and abut and surround the Santo Tomás copper porphyry. Oroco acquired its interest on La China II by the payment of CDN$6,700 and its interest on AMP Santo Tomas Reduccion 1 with the payment of CDN$33,400. The latter concession has been cancelled, but it is deemed to be recoverable to good standing. The Papgo 17 concession interest was acquired by the payment of CDN$6,700 and the issuance of 2 M shares. All three concessions are subject to a 2% NSR. Oroco also holds a 13.6% and an option to acquire a further 6.4% equity interest in Altamura Copper Corp., a British company that acquired the Santo Tomas concessions, and is in negotiations to acquire the remaining Altamura shares (Note for clarity.-Altamura has an ownership legal dispute with a third party on the Santo Tomas concessions, where the known deposit is).

Highlights on the Fifth Week of November, 2017. Mineral Exploration in Mexico

During the 48th week of the year (November 27th to December 3rd, 2017), at least 33 press releases were announced by companies working in Mexico. ON MEXICO ISSUES: In Sonora, representatives of the State Congress proposed to form citizen committees to supervise the application of the Mining Fund (Fondo Minero). ON EXPLORATION: ten press releases from eight companies working in Mexico informed on exploration efforts during the week: In Sonora SilverCrest released high-grade results from drilling two different zones at its Las Chispas project; Azure Minerals released high-grade drilling results from its Sara Alicia Au-Co project, and updated on drilling progress at its Oposura property; Wolverine Minerals commenced exploration at Los Venados project; San Marco Resources is to complete an induced polarization survey at its 1068 porphyry copper project, updating also in the geological model of its Chunibas project. In Chihuahua, Evrim Resources completed phase I exploration at its Cerro Cascaron project, and is now in the drill targeting stage; Ethos gold optioned the Purisima property, and presented the project summary, which includes two previous drilling campaigns. ON MINING: Santacruz Silver presented its third quarter report; Marlin Gold presented financial results for the first nine months of the year, and an update on drilling on the Colinas target, at its La Trinidad property; U.S. Antimony informed that it now has the needed permits to construct a cyanidation plant at its mill in Guanajuato. ON FINANCING: Alix Resources, Canuc Resources and Millrock Resources are to conduct or closing non-brokered private placements of $750 K, $465 K and $1.6 M respectively; Mag Silver closed a non-brokered private placement for $48.16 M; SilverCrest is to raise C$6 M on a bought deal private placement; Primero Mining obtained an extension of its credit facility; Candelaria Mining is seeking a one year extension on the exercise period of over 12 M warrants. ON RESOURCES AND DEVELOPMENT: Consolidated Zinc recommenced extensional and infill resource definition drilling at its Plomosas mine. ON DEALS AND CORPORATE ISSUES: Argonaut Gold announced the closing of the acquisition of the Cerro del Gallo project in Guanajuato to Primero Mining for $15 M;  GFM Resources entered into an exploration and evaluation agreement with Minera Auricup on the Baviacora concession in Sonora; Magellan Gold completed the purchase of the SDA Mill to Rose Petroleum in Nayarit; Ethos Gold entered into an option agreement with Coztic Recursos Minerales on the Purisima property in Chihuahua.

ON MEXICO ISSUES

  • In Sonora, representatives of the State Congress proposed to form citizen committees to supervise the application of the Mining Fund (Fondo Minero). The proposal aims to give transparency to the application of the funds, and also a mean to control the infrastructure projects generated in the municipalities that are to receive the participation generated by the mining activity (Note of editor.- This is a pressing problem in many other States, where the application of the funds of a mining royalty introduced by the current Federal government is nowhere to be seen).

ON EXPLORATION

  • SilverCrest Metals Corp. released phase II drill results for the Babicanora vein at its Las Chispas property in Sonora. The latest results increase by 400 m the high-grade footprint of the Babicanora vein, which is now 1 km in length. True width (TW) intercepts: 3.2 m @ 27 g/t Au, 1,494 g/t Ag (including 0.7 m @ 137 g/t Au, 4,720 g/t Ag); 1.5 m @ 1.8 g/t Au, 101 g/t Ag; 3.8 m @ 5.6 g/t Au, 451 g/t Ag; 4.0 m @ 1.5 g/t Au, 101 g/t Ag; 3.1 m @ 5.1 g/t Au, 570 g/t Ag; 2.0 m @ 3.6 g/t Au, 452 g/t Ag; 3.6 m @ 4.2 g/t Au, 165 g/t Ag; 2.2 m @ 3.8 g/t Au, 388 g/t Ag.
  • Azure Minerals Ltd. released high-grade results on the maiden drilling on its Sara Alicia property in Sonora. Six holes for 480 m tested around and beneath historical underground mine workings that exploited high-grade Au and Co shoots in the 1930’s. Cobalt results for the last hole are still pending. Significant gold results comprise: 11.4 m @ 3.3 g/t Au; 5.5 m @ 5.1 g/t Au; 26.2 m @ 8 .6 g/t Au (including 12.6 m @ 14.9 g/t Au); 19.65 m @ 4.95 g/t Au; 8.45 m @ 1.2 g/t Au; 13.7 m @ 3.6 g/t Au. Significant cobalt intercepts comprise: 5.5 m @ 0.13% Co; 1.0 m @ 0.14% Co; 26.2 m @ 1.26% Co (including 6.35 m @ 3.57% Co); 4.7 m @ 0.11% Co; 20.6 m @ 0.13% Co (including 1.9 m @ 1.11% Co). This garnet-magnetite-sulfide skarn developed in limestone intruded by a porphyry contains a zone several meters in width with disseminated cobaltite (CoAsS) associated with abundant magnetite, and a wider, overlapping zone of gold mineralization.
  • Evrim Resources Corp. announced the completion of phase I exploration at its Cerro Cascaron project in Chihuahua. Highlights include: A 1.8 km long rich vein corridor defined by soil sampling, with up to 1.4 g/t Au; Soil sampling extended all veins by 600 m to 1.8 km in length, and two more veins were identified; Adit channel sampling results are 1.4 m to 3.3 m in width @ 231 to 542 g/t AgEq; Six subparallel veins were defined in an area 300 m x 900 m in the Ag-rich Cascarita zone. Drill targeting is underway.
  • SilverCrest Metals Inc. released surface and underground results from the second phase of drilling of the Las Chispas and Giovanni veins at Las Chispas, in Sonora. Highlighted results contain (true thickness, or TW) 2.1 m @ 2.3 g/t Au, 469 g/t Ag; 1.6 m @ 2.4 g/t Au, 516 g/t Ag; 1.5 m @ 13.2 g/t Au, 2,007 g/t Ag; 2.0 m @ 5.8 g/t Au, 1,191 g/t Ag; 4.0 m @ 18.6 g/t Au, 696 g/t Ag (including 0.8 m @ 92.6 g/t Au, 2,890 g/t Ag); 2.2 m @ 9.4 g/t Au, 1,369 g/t Ag. SilverCrest intends to deliver a maiden resource estimate during Q1, 2018.
  • Wolverine Minerals Corp. commenced an exploration program on the 1,500 hectares Los Venados property, in the Mulatos district, Sonora. Wolverine is to focus work on a felsic dome/silica breccia complex with intense alteration and brecciation accompanied by anomalous gold. Activities planned include rock and soil sampling, geological mapping and a 7.4 Km induced polarization survey.
  • Almadex Minerals Ltd. released results from the three first holes on the Raya Membrillo area on its El Cobre property in Veracruz. This area is part of the Villa Rica zone, which is two kilometers south from the Norte zone (where previous drilling was done). The three holes intersected a chalcocite dominant enriched copper zone right from the surface which locally is up to 186 m down hole. Results comprise: 69.5 m @ 0.10 g/t Au, 0.41% Cu (including 14.5 m @ 0.14 g/t Au, 1.2% Cu); 139.0 m @ 0.49 g/t Au, 0.24% Cu; 41.0 m @ 0.91 g/t Au, 0.42% Cu in one hole; 117 m @ 0.13 g/t Au, 0.55% Cu (including 15.9 m @ 0.51 g/t Au, 1.74% Cu) in the second hole; 159.5 m @ 0.22 g/t Au, 0.22% Cu (including 36.0 m @ 0.86 g/t Au, 0.16% Cu and 111.5 m @ 0.03 g/t Au, 0.27% Cu) on the third hole.
  • San Marco Resources Inc. provided the scope of exploration at its 1068 and Chunibas projects in Sonora. At the 1068 project, an undrilled porphyry Cu-Mo-Au system displays  phyllically altered and veined zones which extend 1 Km to the east and 400 m to the south from previously identified porphyritic rock with potassic alteration and a coincidental geochemical footprint on a grid rock sampling survey. An induced polarization survey is to be conducted during December. At Chunibas a new larger model involving a porphyry related breccia with gold values has been generated. Field mapping and prospecting is mostly completed, with a mineralization corridor extending 1.2 km based on mapping and a soil survey. New outcrops with epidote-calcite-specularite alteration bearing copper oxides have been found.
  • Azure Minerals Ltd. updated on the resource definition drilling at its Zn-Pb-Ag Oposura project in Sonora, where 51 of the planned 120 holes have been completed with 2,665 m. Many of Azure holes are either twinning or drilled close to historical holes, closely replicating the sulfide intercepts on those. Azure is aiming to conclude drilling by February 2018, and complete the maiden mineral resource estimate by March-April 2018.
  • Ethos Gold Corp. optioned the Purisima property in Chihuahua (see note on the deals section). An epithermal low sulfidation vein system is present over 1.5 Km of strike length and 200 m of width exposure. The property saw some drilling in 1997 and 1997-98 by Teck Resources and the SGM (Servicio Geologico Mexicano, or Consejo de Recursos Minerales at the time). Gold-bearing intervals were obtained on both programs, with only minor parts of the core obtained by SGM drilling having been assayed, although many areas contained chalcedonic quartz veining.

ON MINING

  • Santacruz Silver Mining Ltd. reported third quarter 2017 production and financial results. At Rosario in San Luis Potosi 46.9 K tonnes were processed @ 51 g/t Ag (241 g/t AgEq), recovering 85% Ag, to produce 26,274 Oz Ag, 328 Oz Au, 49 tonnes Pb, 449 tonnes Zn. At Veta Grande in Zacatecas, 28 K tonnes were processed @ 107 g/t Ag (174 g/t AgEq), recovering 64.5% Ag to produce 61,960 Oz Ag; 66 Oz Au, 99 tonnes Pb, 146 tonnes Zn. Production cost per tonne was 62.91, and a cash cost of $23.65 per AgEq Oz, AISC of $28.14 per AgEq Oz.
  • United States Antimony Corp. announced that SEMARNAT (Mexico environmental authority) has issued the permit for the construction of a cyanide leach plant for the Puerto Blanco mill in Guanajuato. This plant is designed to recover Au and Ag from the flotation mill tailings of the Los Juarez Au-Ag-Sb deposit in Queretaro. The ore grade is 1.1 g/t Au, 102 g/t Ag, 0.65% Sb, and the expected recovery  90% Au, 90% Ag, 70% Sb.
  • Marlin Gold Mining Ltd. presented financial results for the first nine months of 2017, period on which the company produced 29,995 Oz Au, and acquired the Gavilanes property from Santacruz Silver Mining Ltd. for $3.6 M. Revenue to the end of September was $58.2 M, holding $1.9 M in cash and finished gold, and $14.4 M in gold-in-process. Investment on Golden Reign Resources Ltd. stood at $12.7 M at quarter end. Principal on the loan owed to Wexford Capital LP. (Controlling shareholder) stood at US$38.9 M, with the maturity of the loan extended to January 2019.
  • Marlin Gold Mining Ltd. disclosed drilling results from the Colinas area, less than 1 km from the Taunus pit within its La Trinidad mine in Sinaloa. The drilling tested a structurally complex zone with low and high angle faults, along a projected structural corridor under post mineral cover. The significant core intervals comprise 11.65 m @ 0.61 g/t Au in the first hole and 6.00 m @ 0.35 g/t Au; 7.03 m @ 0.82 g/t Au; 6.00 m @ 10.57 g/t Au in the second hole. “The anomalous zones appear to be associated with quartz carbonate veinlets and ferruginous argillic zones, which are likely fault zones within andesitic breccias and tuffs. All intervals are oxide.”

ON FINANCING

  • Alix Resources Corp. is to conduct a non-brokered private placement to raise up to $750 K in gross proceeds (Agua Fria, Sonora).
  • Canuc Resources Corp. closed a non-brokered private placement with gross proceeds of $465 K. Proceeds are to be used to continue exploration of newly discovered breccia zones on El Tule claim block and other high grade structures (San Javier, Sonora).
  • Mag Silver Corp. announced the closing of a non-brokered private placement for gross proceeds of US$48.16 M (Juanicipio, Zacatecas).
  • Millrock Resources Inc. plans to conduct a non-brokered private placement planning to raise up to $1.6 million. Finder’s fee of 6% cash may be paid in connection with this financing (La Navidad, Sonora).
  • SilverCrest Metals Inc. entered into an agreement with a syndicate of underwriters for a bought deal private placement to raise gross proceeds of up to C$6 M. SilverCrest will pay the underwriters a cash commission of up to 6% of the gross proceeds (Las Chispas, Sonora).
  • Primero Mining Corp. announced that the company agreed with its lenders to an extension of its revolving credit facility and guarantee provided by Wheaton Precious Metals Corp. (San Dimas, Durango).
  • Candelaria Mining Corp. intends to make an application to the TSX to extend the exercise period of 12.6 M share purchase warrants by 12 months.

ON RESOURCES AND DEVELOPMENT

  • Consolidated Zinc Ltd. recommenced extensional and infill resource definition drilling at its Plomosas mine in Chihuahua. The first of two underground rigs was mobilized to Cuddy, level 5.4 to drill eight short holes before the Christmas break.

ON DEALS AND CORPORATE ISSUES

  • Argonaut Gold Inc. announced the closing of the acquisition of the 25,269 hectares Cerro del Gallo project in Guanajuato to Primero Mining Corp. for $15 M. Argonaut could recover up to $1.7 M of value added tax, and the companies acquired in this transaction include approximately $22 M in tax losses.
  • GFM Resources Ltd. entered into an exploration and evaluation agreement with Minera Auricup S. de R.L. on its Baviacora concession in Sonora. GFM has paid the outstanding mining duties of CAD$95 K for a six months right to explore the property and obtain a minimum 15% stake. If land access rights are not secured by Auricup on a four-month period, GFM has the right to demand full repayment, or to obtain a similar stake on in a different but equivalent mineral concession owned by Auricup. GFM drew on its facility with Metallorum Holding, S.A.P.I. de C.V., the corporation’s majority shareholder for this payment.
  • Magellan Gold Corp. completed the purchase of the SDA Mill to Rose Petroleum PLC. in Nayarit. Total consideration for the purchase was $1.5 M, with $1.0 M in cash and $500 K in Magellan stock, of which $100 K was paid in cash in June 2017. In August Magellan arranged $900 K in bridge loans to support the purchase.
  • Ethos Gold Corp. entered into an option agreement with Coztic Recursos Minerales S. de R.L. de C.V. to earn a 100% interest in the Purisima property in Chihuahua. Ethos Gold is to pay an aggregate of US$3.49 M and issue up to 3 M common shares to the property owner, in installments over 72 months, with the initial consideration of $45 K and 50 K shares due on signing. In addition, Ethos Gold is to pay outstanding mining duties of CAD$71 K and incur in exploration expenditures of not less than US$1 M within 72 months. The property owner is to retain a 2% NSR.

During the 37th week of the year (September 11th to September 17th, 2017), at least 27 press releases were announced by companies working in Mexico. ON MEXICO ISSUES, Mexican fiscal authorities and Canadian mining companies maintain dialog on delayed tax reimbursements for $360 M. ON EXPLORATION, in Sonora, Canuc released results on phase I of drilling at is San Javier project, while SilvercCrest informed on phase II drill results from the Babicanora vein on its Las Chispas property. In Veracruz, Almadex disclosed results from one more hole from the Norte zone of its El Cobre property. In Durango Golden Minerals is to drill test its Mogotes project. ON MINING, MX Gold is on track to complete plant expansion, and presented results from metallurgical tests at Magistral, in Durango.   • Mexican fiscal authorities and Canadian mining companies maintain a table of dialog on delayed tax reimbursements for $360 M, according to José Antonio Meade (head of the IRS equivalent agency) and Bill Morneau (Canadian Finance minister). They pointed out at a joint press conference that the situation is to be solved by dialogue and under the legal framework, with the aim to avoid this situation to have an effect on Canadian investment in Mexico. Bill Morneau pointed out that the common objective is to keep Canadian companies taking opportunities in the mining sector; while Meade said that the intention is to create an adequate investment environment for companies to feel at ease, with confidence in Mexico as a country under the rule of law. According to the latter, 40% of Canadian investment in Mexico is on the mining sector.

ON EXPLORATION

  • Canuc Resources Corp. released results from the phase I drill program at its San Javier project in Sonora. A total of seven holes have been drilled on the Santa Rosa vein, over 430 m of strike length. The vein has been confirmed an all holes, remaining open in all directions. Drill intercepts include 4.35 m @ 202 g/t Ag, 0.57 g/t Au, 2.7% Pb, 2.6% Zn; 3.32 m @ 326 g/t Ag; 6.0 m @ 1.74 g/t Au; 1.0 m @ > 1,000 g/t Ag, 3.83 g/t Au, 8.2% Pb, 4.3% Zn; 0.80 m @ 270 g/t Ag, 1.79 g/t Au, 2.1% Pb, 0.8% Zn, the last two intercepts in two splays of a new vein. To note is the 43 m intercept of thin quartz and barite stringers containing disseminates and patchy sulfides, including galena and sphalerite. The stockwork is hosted by quartzite, conglomerate and siltstone.
  • SilverCrest Metals Inc. released phase II drill results from the Babicanora vein at its Las Chispas property in Sonora. True width intercepts in the Babicanora vein include 3.7 m @ 2.58 g/t Au, 333 g/t Ag; 3.6 m @ 0.14 g/t Au, 267 g/t Ag; 4.8 m @ 4.63 g/t Au, 251 g/t Ag; 0.5 m @ 4.78 g/t Au, 37 g/t Ag; 2.2 m @ 1.91 g/t Au, 139 g/t Ag; 1.9 m @ 0.29 g/t Au, 394 g/t Ag; 2.1 m @ 2.01 g/t Au, 160 g/t Ag. The average estimated true width and grade for 16 drill intercepts of the high-grade footprint is 4.0 m @ 2.88 g/t Au, 275 g/t Ag. The Babicanora vein has been traced on the surface for 3 km, of which SilverCrest has tested only 20% of that strike length.
  • Almadex Minerals Ltd. disclosed results from the last hole at the Norte zone, in its El Cobre project in Veracruz. The hole intersected 273.50 m @ 0.59 g/t Au, 0.21% Cu; including 206.7 m @ 0.74 g/t Au, 0.26% Cu;, which in turn include 151.0 m @ 0.88 g/t Au, 0.30% Cu. This hole was drilled between two other mineralized holes to test for continuity.
  • Golden Minerals Co. is to start a 1,500 m drilling program at its Mogotes property in Durango, on the third week of September 2017. The plan is to test 1.5 Km of silicification and breccias up to 500 m in width, partially controlled by a fault that juxtaposes Tertiary volcanic rocks with Cretaceous limestone. The zone is highly anomalous in arsenic and antimony, with erratic gold values of up to 1.8 g/t in surface rock samples.

ON MINING

  • MX Gold Corp. confirmed being on track for plant expansion on its Magistral tailings project in Durango. Although on a non-43-101 complaint basis, the company estimates 1.2 M tonnes @ 2.06 g/t Au, 3.9 g/t Ag, a recovery rate of 76% Au, 45% Ag at a production rate of 30 K tonnes per year, and a life of project of 3.5 years.
  • Mexus Gold US. Along with JV partner MarMar Holdings announced the production of the first dore from its Santa Elena mine in Sonora (not to mistake with First Majestic’s Santa Elena mine, also in Sonora). The ore currently being placed on the heaps averages 2 g/t Au, with an expected recovery rate of 76%. The goal is to bring production to 10,00 tonnes per day (tpd).
  • United States Antimony Corp. reported successful production of antimony tri-sulfide per military MIL-A-a59D specification. Additional equipment is being installed to enter the market. SEMARNAT is expected to approve the cyanide circuit at the Puerto Blanco mill in Guanajuato for Los Juarez property (Queretaro) within 30 days. Powder magazines are being built at Soyatal (Queretaro) and a reopening a road at Guadalupe (Zacatecas).
  • MX Gold Corp. performed metallurgical tests on samples from backhoe pits at its tailings Magistral project in Durango. The aim of the test was to confirm the results obtained by previous studies. Gold recoveries at the Met-Solve Lab in Surrey, BC, Canada, ranged from 72.4% to 89.9%, silver from 22.7% to 64.9% and copper form 14.9% to 54.4%.
  • Impact Silver Corp. disclosed assay results from a drilling on the El Paso vein, at its Zacualpan property in Estado de Mexico (Mexico State). The hole intersected 3.38 m (TW) @ 834 g/t Ag. Including 1.26 m @ 1,448 g/t Ag. A new vein was encountered further down hole, with 1.3 m of core length @ 199 g/t Ag. Other drill holes intersected 1.4 m @ 122 g/t Ag; 1.6 m @ 113 g/t Ag on El Paso vein, and a further down hole 1.58 m core length intercept @ 240 g/t Ag. The El Paso vein passes less than one kilometer from Impact’s Guadalupe mill, and has been traced on the surface for 2.1 Km from El Paso adit, with widths ranging up to 13 m in the El Capulin adit. Better access on the San Felipe workings is to be completed in order to prepare underground drill stations.
  • Starcore International Mines Ltd. reported financial results for the first quarter ended July 31, 2017. During the period 3.7 K Oz Au, 15.2 K Oz Ag were produced by milling 69.8 K tonnes of ore @ 1.97 g/t Au, 12.6 g/t Ag, with recoveries of 85.0% Au, 51.2% Ag at a cash cost of US$1,052 per gold equivalent ounce. Cash and short-term investment of CAD$7.4 M at the end of the period (San Martin mine, Queretaro).

ON FINANCING

  • Silver One Resources Inc. is to conduct a non-brokered private placement aiming to raise gross proceeds of up to $4 M (Peñasco Quemado, Sonora).
  • Minera Alamos Inc. has received approval for OTCQB listing in the United States (La Fortuna, Durango).
  • Southern Silver Exploration Corp. extended the final closing of its previously announced brokered private placement until September 29, 2017. In total, the company has closed two tranches for total gross proceeds of $3 M (Cerro Las Minitas, Durango).
  • Defiance Silver Corp. announced the closing of the first tranche of $1.25 M of a non-brokered private placement (San Acacio, Zacatecas).
  • Leagold Inc. commenced trading on the OTCQX® Best Market in the United States, on September 15th, 2017 (Los Filos, Guerrero).

ON RESOURCES AND DEVELOPMENT

  • Silver Bull Resources, Inc. released further assay results from channel sampling at its Sierra Mojada project in Coahuila. The channel sampling was continuous over the strike length of an east-west trending high angle structure on old mine workings, with the structure 2 to 3 meters in width in places. The 117 sample program results highlights a zone of sulfide mineralization 160 m below the surface with 94.5 m @ 9.7% Zn, 124 g/t Ag, 1.6% Pb, 0.46% Cu; including 31.5 m @ 22.4% Zn, 134 g/t Ag, 2.0% Pb, 0.2% Cu; 9.0 m @ 10.2% Zn, 21 g/t Ag; 10.5 m @ 432 g/t Ag, 1.1% Zn, 1.2% Cu (Note of editor for clarity.- The samples were not collected across mineralized widths).
  • Capstone mining Corp. announced drill results of step-out drilling at its Cozamin mine in Zacatecas. Four holes have been completed near the southern limit of Capstone’s concessions with Endeavour’s concessions (see recent deal details between both companies below), with Highlighted drill intercepts of (estimated true width, “TW”) 14.4 m @ 2.2% Cu, including 6.3 m @ 4.4% Cu; 15.0 m @ 1.0% Cu, 0.4% Zn, 0.1% Pb, 19 g/t Ag; 4.6 m @ 3.0% Cu, 0.5% Zn, nil Pb, 54 g/t Ag. This zone is almost 600 m along strike from Cozamin’s current indicated mineral resource.
  • Americas Silver Corp. informed on the Development of the San Rafael project, part of its Cosalá operations in Sinaloa. Development to the southern lobe of the Main Zone began in January, and ore is now mined from two development headings, with two levels being prepared for production. Ore from three additional headings will be added to the stockpile within the next week. The primary ramp to the bulk of the deposit is progressing, with 480 m of advance needed to reach the bottom of the Main Zone. Process plant modifications are progressing, with initial concentrate production from San Rafael expected before the end of September 2017.
  • Oceanus Resources Corp. announced an updated mineral resource estimate for its El Tigre property in Sonora. The resource includes two open pit and two underground operations at the El Tigre and Fundadora veins. The open pit operations contain 430 K Oz Au, 14.3 M Oz Ag and 73 K Oz Au, 9.6 M Oz Ag as indicated and inferred resources respectively. The underground resources carry 6 K Oz Au, 1.3 M Oz Ag; 38 K Oz Au, 9.1 M Oz Ag as indicated and inferred resources respectively. The total hard rock resource is 25.9 M tonnes @ 0.52 g/t Au, 19g /t Ag, containing 436 K Oz Au, 15.7 M Oz Ag and 6.6 M tonnes @ 0.52 g/t Au, 89 g/t Ag as indicated and inferred resources respectively. The tailings resource is 939 K tonnes @ 0.27 g/t Au, 78 g/t Ag, containing 8 K Oz Au, 2.3 M Oz Ag; 1 K Oz Au, 254 K Oz Ag as indicated and inferred resources respectively.
  • Levon Resources Ltd. completed 5,655 m of core drilling in 18 holes at its Cordero project in Chihuahua. “The 2017 holes were drilled to test for near surface, higher gold grades within multiple rhyolite intrusives that make up the volcanic Cordero Felsic Dome Complex, and higher grade mineralization in contact breccia bodies that could improve a starter open pit configuration in the southwest part of the Resource.” Assays are pending.
  • Mexican Gold Corp. filed at SEDAR the technical report on the mineral resource estimate for its Las Minas project in Veracruz. The report states an inferred resource of 719 K Oz AuEq contained in 10.3 M tonnes @ 2.17 AuEq and total measured and indicated resources of 304 K Oz Au in 4.97 M tonnes @ 1.90 g/t AuEq.

ON DEALS AND CORPORATE ISSUES

  • Endeavour Silver Corp. and Capstone Mining Corp. entered into an agreement under which Endeavour has the right to explore and mine for precious metals above 2,000 m elevation (meters above sea level, or “mas”) on Capstone’s the Toro del Cobre claim, adjacent to Endeavour’s Calicanto concessions in Zacatecas. Endeavour granted Capstone the right to explore and mine for base metals below the elevation of 2,000 m (mas). The deal was done on the understanding of mineralization zonation in the district, with precious metals mineralization over 2,000 m elevation and base metals occurring below that mark (Note of editor.- This type of deal is not common in Mexico, and reveals a “Think outside of the box” attitude by both companies).
  • Magellan Gold Corp. and Rose Petroleum PLC signed a definitive and binding stock purchase agreement on Magellan’s acquisition of the mineral processing mill operation in San Dieguito de Arriba, Nayarit. The purchase total consideration is US$1.5 M, consisting of $1.0 M in cash and $500 K in Magellan stock, of which $100 K in cash has already been paid. Magellan has arranged $900 K in irrevocable bridge loans in support of its option to purchase the 200 tpd mill.
  • Advance Gold Corp. is to acquire a 100% interest in the Tabasqueña silver mine in Zacatecas. Upon receipt of regulatory approval, Advance will issue Hot Spring Mining, a Mexican based corporation, 1 M common shares. Hot Spring is to retain a 2.5% NSR, of which Advance has the right to buy 1.5% at a rate of CAD$500 K per 0.5%.
  • Dyna Resources Mexico, S.A. de C.V. announced that it has received a favorable ruling with the dismissal by a court in Veracruz of Goldgroup Resources Inc.’s amparo trial challenge to the US$48 M damages award previously granted in favor of Dyna.
  • Orex Minerals Inc. was made aware that Canasil Resources Inc. has been named in a lawsuit brought by Pan American Silver Corp. with the BC Supreme Court, regarding the mineral claims making up the Sandra Escobar project in Durango. Orex earned 55% ownership on the project from Canasil, interest that could be impacted if Pan American Silver’s claim is proven.

Highlights on the Second Week of August, 2017. Mineral Exploration in Mexico

During the 32nd week of the year (August 7th to August 13th, 2017), at least 22 press releases were announced by companies working in Mexico, including eight second quarter reports. ON MEXICO ISSUES, two companies reported the receipt of VAT recovery from the government for $1.3 M and $2.4 M respectively. ON EXPLORATION, in Sonora, Oceanus reported results from underground sampling at El Tigre, while Millrock presented an update on properties under its alliance with Centerra. In Zacatecas, Alset presented drilling results from its lithium property, La Salada. In Guanajuato, Golden Minerals informed on drilling by Electrum of its Celaya property.  ON MINING, Golden Minerals, Torex Gold, Premier Gold, Alio Gold, Pan American Silver, Americas Silver, Primero Mining and Argonaut Gold presented production and/or financial results for the second quarter of 2017. US Antimony reported cost reductions on its operations and Telson resources reported the first concentrates shipment from Tahehueto in Durango. ON FINANCING, no relevant news for the first time in the year.  ON RESOURCES AND DEVELOPMENT, Golden Minerals informed on the acquisition of three more claims and the incoming drilling campaign on its Santa Maria project in Chihuahua. ON DEALS AND CORPORATE ISSUES, Santacruz Silver completed the sale of the Gavilanes project in Durango to Marlin Gold. Colibri completed the acquisition of Canadian Gold, along with its properties in Sonora. McEwen Mining reported on the next semi-annual return of capital instalment.

ON MEXICO ISSUES

  • On VAT recovery. The first company to announce a sizeable VAT recovery in years was Alio Gold, which received $1.3 M in cash before the end of the second quarter. Primero Mining received $2.4 M after the end of the second quarter.

ON EXPLORATION

  • Golden Minerals Co. announced that Electrum Global Holdings L.P. received results of drilling on Golden’s Celaya property in Guanajuato. Results from 5,600 m drilled in seven holes (800 m per hole?) show intercepts of epithermal quartz vein mineralization with Au, Ag, Zn grades that warrant further testing.
  • Alset Minerals Corp. reported partial results from phase one drilling at La Salada salar in Zacatecas, the first of 13 salars to be tested. At La Salada, one deep hole (51.35 m) and 40 auger holes (4.5 – 26.0 m in depth, average 14 m) were completed, both near surface brine samples and extensive lake sediment samples were recovered in the 1,800 m by 900 m salar. Results from five of the holes (the rest are pending) average 14.4 m @ 3.6% K, 975 ppm Li (up to,1860 pm) and 535 ppm B. Water samples average 1.3% K, 1.6% SO4, 258 ppm B, 9 ppm Li, 57 ppm Ca, 36 ppm Mg.
  • Oceanus Resources Corp. presented assay results from sampling at old underground exploration tunnels from the unmined Protectora, Aguilas, Fundadora and Caleigh veins on its El Tigre project in Sonora. The rock chip samples are said to be at least 0.5 m in width (no average width disclosed), and collected every 3-5 m along strike in 13 exploration tunnels. Average results include 3 samples on the Caleigh vein @ 19.9 g/t Au, 2,247 g/t Ag; On the Protectora vein: 20 samples @ 0.2 g/t Au, 437 g/t Ag; 18 samples @ 1.3 g/t Au, 290 g/t Ag; 4 samples @ 2.8 g/t Au, 337 g/t Ag; 16 samples @ 2.2 g/t Au, 473 g/t Ag; 5 samples @ 2.8 g/t Au, 680 g/t Ag; 19 samples @ 0.6 g/t Au, 480 g/t Ag. On the Fundadora vein: 5 samples @ 6.1 g/t Au, 307 g/t Ag; 12 samples @ 1.2 g/t Au, 254 g/t Ag.
  • Millrock Resources Inc. presented an update in exploration, including information on its three properties in Sonora. The La Navidad project was optioned on June, and immediately entered into a JV with Centerra Gold Inc. Presently underway are soil sampling, geological mapping, induced polarization and magnetic surveys. Also in June El Picacho project was optioned and made a “designated project” on the alliance between Centerra and Millrock. Soil sampling, geological mapping, induced polarization and mag surveys are currently being performed. Los Chinos and Los Cuarenta projects options were terminated by Centerra.

ON MINING

  • United States Antimony Corp. reported major cost reductions at its Mexican antimony smelter, as a result of metallurgical changes while increasing production rates. Production at Wadley, San Luis Potosi, is growing with more miners. USAC intends to use its Los Juarez explosives license at Soyatal, Queretaro, which will save money and time. Guadalupe is undergoing road work to re-establish the production of high-grade concentrates. The application for the cyanide permit for the Los Juarez project was resubmitted to SEMARNAT (EPA equivalent) at the end of July, after one item change requested by the agency.
  • Telson Resources Inc. announced that the first shipment of lead and zinc concentrates processed at the Atocha mill has been delivered to Mercuria Commodities Trading, S.A. de C.V.. As of August 1, 2017, the Company has processed approximately 1600 tonnes of ore through the Atocha toll mill producing approximately 66.1 dry tonnes of lead concentrate and 94.5 dry tonnes of zinc concentrate which have been delivered to Mercuria.
  • Golden Minerals Co. presented financial results for Q2 2017. Approximately $1.7 M revenue was received from the oxide plant lease to Hecla, and costs of $0.5 M to the services provided under the lease, for a net operating margin of $1.1 M. The company spent $0.5 M in exploration related primarily to work at the Santa Maria (Chihuahua), Rodeo (Durango) and other properties, as well as holding costs. Cash and cash equivalents balance of $2.7 M at the end of the period.
  • Torex Gold Resources Inc. reported financial and operational results. At El Limón Guajes mine in Guerrero 74,487 Oz Au were produced, as ramp-up continues, with design throughput achieved in June. Plant throughput was 1.2 M tonnes, or 13,063 tonnes per day (tpd), while mine production was 8.4 M tonnes, or 92,044 tpd. The gold recovery rate was 86% on a 2.37 g/t Au average grade, at cash cost $709 per Oz Au and AISC $991. Cash balance of $77.2 M including restricted cash of $15.7 M at the end of the period.
  • Premier Gold Mines Ltd. announced its operational and financial results for the second quarter of 2017. At Mercedes in Sonora 177.9 K tones were milled (1,954 tpd) @ 4.03 g/t Au, 36 g/t Ag; with recoveries at 94.9% Au, 43% Ag, to produce 21,893 Oz Au, 89.5 K Oz Ag. By-product cash cost per Oz Au was CAD$550 and by-product AISC per Oz Au of CAD$688. Quarter end cash balance of $156.8 M (US$120.9 M).
  • Alio Gold Inc. reported second quarter 2017 results. Production at the San Francisco gold mine was 22,011 ounces during the period, at AISC $954 per Oz Au. The San Francisco mine revitalization plan was initiated and the definitive feasibility study (DFS) after the positive pre-feasibility study (PFS) was released and a CAD$50.4 M bought deal financing was completed. The pre-stripping campaign envisions moving 22 M tonnes of waste from the Main and La Chicharra pits over the next 20 months. Cash and cash equivalents at the end of the period were $35.9 M.
  • Pan American Silver Corp. announced Q2 2017 results, including figures from its operations in Mexico. At Dolores in Chihuahua the construction of the agglomeration plant was completed and development for underground mining advanced, with initial stope ore mining expected to initiate before the end of 2017. At La Colorada mine in Zacatecas production achieved 1,800 tpd rates during the last month of the quarter. At La Colorada 1.73 M Oz Ag, 0.94 K Oz Au were produced at cash cost $3.38 per Ag Oz. At Dolores 1.04 M Oz Ag, 22.44 K Oz Au were produced at cash cost $0.12 and at Alamo Dorado in Sonora 0.26 M Oz Ag, 0.69 K Oz Au were produced at cash cost $11.18. Cash and short-term investments of $198.2 M at the end of the period.
  • Americas Silver Corp. disclosed consolidated financial and operational results for the second quarter of 2017. The figures of its operations in Mexico were informed in a previous release. San Rafael in Sinaloa remains on budget and on time to start production by the end of Q3, 2017. Cash balance at the end of the period was $12.8 M.
  • Primero Mining Corp. reported operating and financial results for the second quarter, 2017, including figures form its Mexican operations. At San Dimas 11,903 Oz Au, 0.97 Oz Ag were produced at cash cost $1,144 per AuEq Oz, and AISC $1,650 per AuEq Oz, with operations being impacted by bad relations with unionized employees. “…the Company believes that labour disruptions may continue to adversely affect the Company’s ability to profitably operate the San Dimas…” and “Primero highlights the significant liquidity risk imposed by the pending RFC maturity date of November 23, 2017, and notes that it may not be able to fully repay its debt obligations…”. Cash stood at $12.1 M and $10.0 M available under its existing revolving credit facility (RFC) at the end of the period, with a $33.5 in VAT and $22.8 M income taxes receivable outstanding.
  • Argonaut Gold Inc. announced its financial and operating results for the second quarter of 2017. The consolidated production was 29,730 AuEq Oz at cash cost $785 and AISC $906 per AuEq ounce. At El Castillo in Durango 2.0 M tonnes of ore @ 0.39 g/t Au and 2.65 M tonnes of waste were moved (51 K tpd) to produce 16,927 Oz Au at cash cost $893 per ounce. At La Colorada in Sonora 1.22 M tonnes of ore @ 0.64 g/t Au and 4.77 M tonnes of waste were moved (66 K tpd) to produce 12,098 Oz Au and 38.2 K Oz Ag at cash cost $590 per AuEq ounce. At San Agustin (10 km from El Castillo) mining commenced during the quarter, leach pad and pond construction was completed and the crushers installed, with ore beginning to be staked on the pad in late June. Construction was 75% complete by the end of July. Cash and cash equivalents stood at $53.8 M at the end of the quarter.

ON RESOURCES AND DEVELOPMENT

  • Golden Minerals Co. entered into an agreement to acquire three additional claims at the Santa Maria project in Chihuahua for $0.7 M over four years, with an initial payment of $50 K and $30 K in six months. The targets in these claims are to be tested in an upcoming 2,000 m drill program in the third quarter of 2017, while the environmental study to obtain the permit to perform the 200 tpd underground mining envisaged on the preliminary economic assessment (PEA) has been completed.

ON DEALS AND CORPORATE ISSUES

  • Santacruz Silver Mining Ltd. entered into a definitive agreement to sell 100% interest in the Gavilanes property in Durango to Marlin Gold Mining Ltd. Santacruz is to settle the outstanding balance on some of the claims by making a $500 k payment and issuing 1.25 M Santacruz shares to the property vendor. Gavilanes is a low sulphidation epithermal deposit in the San Dimas mining district with NI-43-101 compliant 6.1 M AgEq indicated ounces (953 K tonnes @ 200 g/t AgEq), and 28.2 M AgEq inferred ounces (5.4 M tonnes @ 163 g/t AgEq).
  • Santacruz Silver Mining Ltd. settled the outstanding balance owing on certain of the claims included in the Gavilanes project (in Sinaloa) by making a cash payment of US$500 K and 1.25 M Santacruz shares.
  • Colibri Resource Corp. completed the acquisition of Canadian Gold Resources Ltd. Colibri acquired all outstanding shares of Canadian Gold for $4 M, paid by way of issuance of 24.2 M shares to the vendor. Colibri now owns 100% interest in Minera Bestep S.A. de C.V., a private Mexican company that holds 100% (no NSR’s) of the Pilar and the Sun properties near Suaqui, in Sonora.
  • McEwen Mining Inc. reported a revised record date for the next semi-annual return of capital instalment of a ½ cent per share which will be distributed to shareholders of record on August 14, 2017. The distribution will be paid on August 17, 2017.

Goldcorp, McEwen Mining y Alamos Gold son algunas de las mineras canadienses a las que el órgano tributario no les ha devuelto impuestos, por lo que funcionarios de ese país presionan a México para que solucione el problema.

El Servicio de Administración Tributaria (SAT) retiene más de 360 millones de dólares en devoluciones de impuestos a seis mineras canadienses, incluyendo 230 millones de dólares a Goldcorp, según fuentes y documentos oficiales vistos por Reuters, un hecho que eleva la tensión entre el gobierno y las firmas que operan en el país.

En una serie de reuniones, funcionarios canadienses han presionado a México para que solucione el problema, que afecta la capacidad de inversión en operaciones y es particularmente difícil para las mineras y exploradores más pequeños con escasez de efectivo, dijeron personas familiarizadas con el asunto.
